A tragic needless accident. Its obvious the people with the stalled vehicle made some really bad choices. Standing "behind" your stalled vehicle in a traffic lane is stupid.As their bodies blocked their taillights! 

They should of got off the road completely by going to the shoulder with the car at first signs of car problems, or walked to the shouldet. Or at minimum stood 20-50 feet in front of their stalled vehicle.

At best, they should of stayed in the car buckled up. The air bags would of deployed as the moving vehicle slammed into their stalled vehicle. 

Calling 911 immediately once they were safe from harm. Second calling their MCA Roadside Assistance company for a tow! Letting the Police call for a tow costs as much as 3 times a going rate. And they would pay for storage as well. MCA has unlimited towing. So the membership pays for Its self. Another benefit is Hospita dailyl stay pay because of an accident.
