The employer paid the taxes.  When certain tax deductions were eliminated the employee could purchase the home and land at fair market valley and raises were given.  It was a win win as dad made a healthy profit on the home when he sold it along with his raise and the govt got more income taxes.  Now lets reconfigure this a bit.
