Part of his salary was a house and free rent. He paid the utilities. The employer paid the taxes.  When certain tax deductions were eliminated the employee could purchase the home and land at fair market valley and raises were given.  It was a win win as dad made a healthy profit on the home when he sold it along with his raise and the govt got more income taxes.  Now lets reconfigure this a bit. You get a free home and land. You get a salary The company gets a salary. Govt gets nothing.
