In July 21, 2018, the United States Department of Justice released a redacted version of the application it submitted to the United States Foreign Intelligence Surveillance Court (FISA court) requesting permission to surveil Page as part of its investigation into Russian interference in the 2016 presidential election.
The order authorizing the surveillance was approved in October 2016. The judges that approved the application were Rosemary Collyer, Michael Mosman, Anne Conway, and Raymond J. Dearie, all of whom were appointed to serve on the FISA court by Chief Justice John Roberts, a George W. Bush appointee.

The dossier creators may have been involved in Mueller’s investigation operation – and may even had a hand in his final report – because the special counsel sent his team to London to meet with Steele within a few months of taking on the Russia collusion investigation in 2017. Also, Mueller’s lead prosecutor, Andrew Weissmann, had shared information he received from Fusion with the media.

From September 2015 to May 2016, Simpson was retained by a conservative newspaper, the Washington Free Beacon, to collect information on many of the Republican presidential candidates including Donald Trump.
The Free Beacon that had funded the work by Fusion GPS, the Free Beacon wrote that the firm's work “was funded by an unknown GOP client while the primary was still going on."
After the Free Beacon stopped funding the research, and the Democratic National Committee and the Hillary Clinton campaign's law firm, Perkins Coie, picked up the deal with Simpson’s company Fusion GPS.
In June 2016, Fusion GPS hired Christopher Steele, a former MI6 agent, to obtain information on Trump. Steele used his "old contacts and farmed out other research to native Russian speakers who made phone calls on his behalf".
After November 2016, funding from the Democratic Party ceased, and Simpson reportedly spent his own money to fund further work on the dossier.
From October 2015 to May 2016, the Washington Free Beacon hired Fusion GPS to conduct opposition research on "multiple candidates" during the 2016 presidential election, including Donald Trump. The Free Beacon stopped funding this research when Donald Trump had clinched the Republican nomination.
March 2016, shortly after Papadopoulos was named as a foreign policy advisor to the Trump campaign, Mifsud met Papadopoulos in Rome. They later met again in London, where Mifsud allegedly introduced Papadopoulos to a Russian woman that he falsely claimed was Putin's niece.

.. has described Roh as Mifsud's lawyer, best friend, and funder. Roh owns multiple businesses, many headquartered in Moscow or Cyprus; he also co-owns Link University, where Mifsud taught.
Roh was detained and questioned by investigators on Robert Mueller's Special Counsel team in October 2017.
Volume 1 of the Mueller Report states that Mifsud travelled to Moscow in April 2016, and upon his return told Papadopoulos that the Russian government had "dirt" on Hillary Clinton.
Papadopoulos allegedly told the top Australian diplomat to the United Kingdom, Alexander Downer, that Russia was in possession of emails relating to Hillary Clinton. In July, after the DNC hacking had become known, the Australians told U.S. authorities about Papadopoulos's comment, leading the Federal Bureau of Investigation to open a counterintelligence investigation into the Donald Trump presidential campaign on July 31, 2016. Papadopoulos allegedly repeated the information to the Australian High Commissioner in London, Alexander Downer, who later reported to American authorities that Papadopoulos had apparently known about Russia's theft of emails from Democratic
Papadopoulos, too, is a “western intelligence operative,” the authors assert, who was “placed” in the Trump campaign by the FBI.
Yet Papadopoulos was indicted in October for lying to federal agents about his contact with Mifsud and is now cooperating with Mueller’s investigation. He landed on the FBI’s radar after he drunkenly told an Australian diplomat in May 2016, one month after meeting with Mifsud, that Russia had dirt on Clinton, according to The New York Times.
The diplomat Downer purportedly relayed the details of his conversation with Papadopoulos to Australian government officials, who in turn flagged it to the U.S. government shortly after news surfaced that the DNC had been hacked. Papadopoulos’s inadvertent disclosure, combined with the massive data breach, is apparently what triggered the FBI’s Trump-Russia probe.

Ivan Timofeev, who works for a think tank close to the Russian Ministry of Foreign Affairs, whom Mifsud subsequently introduced to Papadopoulos via email.
Mifsud, he was interviewed by the FBI in February 2017 while visiting the United States to speak at a conference. The FBI has not confirmed that they interviewed him, but he is listed as a featured speaker at the February 2017 national meeting of Global Ties, an event sponsored by the U.S. Department of State.
Among those characters is Stefan Halper, an FBI informant who invited Papadopoulos to London in September 2016. Halper paid Papadopoulos $3,000, ostensibly to write a policy paper about energy issues in the Mediterranean Sea.
Shai Arbel, co-founder of Israeli cyber-intelligence company Terrogence, was part of a scheme to plant marked hundred-dollar bills on him that would incriminate him when FBI agents searched his luggage upon his return to the US.
Tawil has vigorously dismissed the claims he framed Papadopoulos, saying he had every reason to believe Papadopoulos was planning to stay away from America. “He told me that he will not return to the USA until Trump stabilizes his government,” Tawil said Monday.
He forwarded The Times of Israel a screenshot of a WhatsApp exchange dated July 7, 2017, indicating that the two men were still in contact to launch consultancy projects a month after the Tel Aviv encounter. In the message, Papadopoulos notified Tawil that he and his future-wife, Simona Mangiante, had been offered jobs at the European Parliament in Brussels.
Papadopoulos, a 30-year-old energy consultant who joined the Trump campaign in early March 2016 after a stint on the Ben Carson campaign.
Papadopoulos, who lives in Chicago, has met with several key players in the Russia investigation.
Two weeks after his conversation with Mifsud about Clinton dirt, Papadopoulos met at a London wine room with Alexander Downer, who then served as Australia’s top diplomat to the U.K. Downer would later tell the U.S. government that Papadopoulos made some mention of Russians having derogatory information on Clinton. More than two months later, the FBI opened its collusion counterintelligence investigation based on the Papadopoulos information.
Papadopoulos was also approached during the campaign by Stefan Halper, a former University of Cambridge professor who spied on the Trump campaign as an FBI informant.
Unbeknownst to Papadopoulos, Halper had also been in contact with Carter Page, another Trump campaign adviser. Halper and Page remained in contact through September 2017.
